I can't run any exe file

When I try to run any exe file, an empty command line appears for a split second and immediately closes. Lately I've been having this problem with other programs/games, maybe I need to update/reinstall something?

That is normal. You are supposed to enter cmd (Command Prompt) in that directory and type out the name of the EXE and use it that way. It's called a CLI (Command Line Interface) tool. The readme has the info on how to use each tool.
