Permit toggling endpoint security

Allow configuration of endpoint security. Useful in cases where certain aggregations are intended for public consumption.

Permit on a custom and per-preset aggregation basis. Toggling on custom toggles for everyone requesting a custom aggregation. Toggling on a specific preset aggregation only affects clients requesting that aggregation.
