Reconcile with previous standardization attempts

I found a thread from 2007 on the ietf-types mailing list where this was discussed, but the effort appeared to go nowhere.

Julian didn't reply to me on Twitter, so I sent a query to the ietf-types mailing list to collect feedback.

Ok, Julian responded on ietf-types; he redirected me to the APPSWG working group. I've reached out to see if they'll support this standardization effort. By the way, Julian mentioned he had gotten bogged down in the details of the format earlier, which is why it ran out of steam.
