Migrate to Stargate

Migration phases:

• Create a Dockerfile with required toolchain to migrate to Stargate
• Change all types to protobuf
  • msgs
  • types
• Update codecs
• Update queries
• Update gRPC

Launchpad (cosmos-sdk v0.39.1) got iovns off the ground but in order to move forward we need to use Stargate (cosmos-sdk 0.40.x). Stargate devs chat in https://discord.com/channels/669268347736686612/723170066937413693.
