MCP Manager shows "No available tools" for Marketplace and custom MCP servers

Issue:
MCP Manager always shows "No available tools".

Environment:

• Windows Japanese environment
• Node.js v24.18.0
• uv / uvx installed
• Intel AI Super Builder service runs as LocalSystem

Reproduction:

1. Add Marketplace "fetch" MCP server
2. Command: uvx
3. Arguments: mcp-server-fetch
4. MCP Manager shows no available tools

Also tested:

• Custom Node.js MCP server
• MCP Inspector CLI successfully returns tools/list
• Super Builder still shows no tools
• Starting MCP Agent results in "Connection closed"
• Machine PATH contains node, npx and uvx
• Restarting Intel AI Super Builder service does not resolve it
