• Refactoring awq code
• Supports the fusion of different algorithms

backlogs:

• Clear dead code caused by porting from old architecture
• Refactor compressor,
  • quantizer hold own register hook
  • Some algorithm-specific logical operations are handled by the quantizers themselves.
• delete alg_ext
• quantize_block supports customized returns and pass to next block
• signroundv2 config->enable loss/enable_inti_search
• remove _quantize_layers
• calibration should provide unified interface and use the same interface in quantizer
