BUG in install.deps requires SOFTWARE.bib to exist

Id ont remember adding this line:

But I must have - the consequence is that you can only call from inside a TAF repo AND one that has a software.bib file...

On a related note, the example page says
"In addition it runs taf.boot on SOFTWARE.bib to install any special packages that may not be available on CRAN."

However, when I run the example, it doesn't install adletaw/captioner@807ddb2 that is declared in the SOFTWARE.bib file.

Likely not a big problem, but I'm guessing we could either remove the sentence from the help page or add this functionality.
