How do you calculate review time for multiple request changes and pushed commit before it getting approved?

I think there should be a timer kind of tool.. that time start based on events.. and pauses after another kind of events...

What is a ideal PR with timeline events to work with for this?

If time is never going to be accurate thing to rely on, is this something that really matters?
