Containerize development environment

Automatic provisioning would be helpful, to launch the many services required to run the app. I propose a docker-compose configuration to provision the development environment, only because I have a proof-of-concept written as such, at https://github.com/wmde/oerworldmap/tree/experimental-docker .

Might be a duplicate of #705.
