Update from Travis to GH Actions

This repo's tests should run in GitHub Actions instead of the old Travis CI config, like we did for most of the other repos for https://github.com/orgs/google/teams/vim.

I doubt the Travis config even works anymore, guessing it just hasn't been a noticeable issue since it's been that long since anyone sent a PR.
