Taiwan's locality_name_type

Taiwan does not currently provide a locality_name_type, so it defaults to city per ZZ.

However, the administrative division and consequently the address format for Taiwan is as follows:

state_name_type: municipality or county (I think county is fine)
locality_name_type: city district or township (this is not city, large cities are counties, small ones are parts of larger townships)

It seems like the correct locality_name_type would be district.
