How to measure those criteria?

I'm not talking about the final output (discretized bins from a linear scale)

but how do you measure a concept of "code quality" for instance?

I guess we could provide guidelines. The answer may be: what you thing is good quality code.

The following question may be what if you judgment of that end is wrong, well in that case karma of that person should be low and the weight of his/her rating low.

* Documentation (quantity and quality)
* Support (How quick do I get help, quality of help)
* Design (is the project easy to use)
* Maturity (is it stable, not buggy)
