Weight score with user usage of the repository. ie if we can detect that one user has used a project, then we should give more weight to its rating.

What is the definition of "used"? Is it a project used as a direct dependency or indirect dependency?

It doesn't need to be a file, It can also be a name in a maven/ant/sbt file.

@pocman isn't that a bit broad ? using config dependency files is easy and accurate, broad-search will give us false positives.

I am not sure this is something we should focus on from the start. We could roll it out platform by platform later on.
