As far as I know, firestore doesn't have the functionality required to compute a value / elo score that we could use to rank how well a university is responding to feedback. I propose we create a michaelservice that computes these values for each university on a set interval.
The implementation of such a service can be decided upon on a later date however I recommend we'd use some computing package such as numpy
