The whole doc doesn't need to be new, you can link to existing GitHub actions documentations and blogposts. Though this document should be the main document and there shouldn't be a need for the person to read anything else.

What are GitHub actions, what are they good for

GitHub Actions is a CI environment built by GitHub. Being native to GitHub, GitHub actions is extremely powerful for event based workflows (new commit pushed, new PR created, etc.). But it can also do all things another CI/CD provider can do e.g. CircleCI.

Any .yml file present inside .github/workflows directory of a repository is a valid github actions workflow.

How to modify an existing Github actions?

Update the concerned YML file.
