Add Dependabot dependency updates

Is your feature request related to a problem? Please describe.

It's hard and unreliable to manually keep up-to-date with dependency updates which result in missing feature updates and bug fixes.

Describe the solution you'd like

It would be helpful to have a solution that automatically opens PRs for us when dependencies need to be updated.

Additional context

GitHub has a built-in tool, Dependabot, which allows for a code-level configuration that should fulfill the desired functionality.

Acceptance Criteria

• Should have a Dependabot configuration
• Should automatically notify updates
• Should automatically open PRs for dependency updates if possible
