Add useEffect Function

We need to build our own useEffect function (we're pretty much rebuilding React step-by-step).

Hey @Kingkp007– Do you know a lot of Javascript? It's pretty much just creating our own version of the 'useEffect' function– you could probably look through the React docs on how they implement it.
