Webhook Portal returns "A stitch has gone awry" – cannot access configuration page

Hi Etsy team,

I'm trying to set up webhooks for my application using the Etsy API, following the official documentation:
https://developers.etsy.com/documentation/essentials/webhooks

However, when I attempt to access the Webhook Portal from my app, I consistently encounter the following error page:

"A stitch has gone awry. Please try again later."

This prevents me from accessing the webhook configuration UI entirely.

Steps to reproduce

1. Create or open an Etsy app
2. Navigate to the Webhook Portal (as instructed in the docs)
3. The page fails to load and shows the error message above

Observed behavior

• The Webhook Portal does not load
• Only a generic Etsy error page is shown
• No additional error details are provided

Expected behavior

The Webhook Portal should load normally and allow webhook subscription setup

Additional context

• This issue persists across multiple browsers (Chrome, Firefox)
• Clearing cache/cookies does not resolve the problem
• The issue has been consistent over multiple days (not intermittent)
• I am accessing Etsy from Vietnam (potentially relevant if there are region/CDN restrictions)

Questions

1. Is the Webhook Portal currently experiencing issues?
2. Are there any region-based access restrictions for the developer portal or webhook features?
3. Is there an alternative way to register webhooks without using the portal?
