Enable automated generation of packaged binaries in the RPM spec file

Spec files should have the names of installed binaries specified. The binaries are specified in
https://github.com/enactic/openarm_can/blob/main/CMakeLists.txt#L116-L135

Either creating a specfile.in template and use CMake or use Rake can to update the RPM spec file

We can't use .in because Packit doesn't like it.
