Refactor release pipeline to support

Release process should be optimized.

1. Tag should includes hotfix version. Tag should also generate a tag version for docker images.
2. Release compile task should generate a tarball temporarily.
3. Release test task run all the test for new generated tarball, including eloqctl test
4. Once test are passed, Release pipeline can ship the tarball to s3 eloq-release.
