Int21/7303 has off by one bug when reporting clusters on FAT32

FreeDOS kernel had an off by one bug when reporting clusters on FAT32 disks, which just got fixed. Should I ask the fixer to raise a PR for FDPP, I don't think I can do it myself as there may be a licence issue (GPL v2 / v3 mismatch), though the fix is trivial and I don't suppose it could be fixed any other way than is in the patch? I've updated the test in Dosemu2, but as yet I've not submitted it.

The file modified by FDOS/kernel#230 (dosfns.c) is GNU GPL v2+, containing this wording in its header comment:

either version 2, or (at your option) any later version.

So it is maximally compatible with any GPL v2 or v3 code bases.

fdpp is fully backward-compatible
with freedos. As was pointed out,
FreeDOS allows 2 and 3.
I am not sure if backward porting
is possible though, unless you
change the license of an affected
files in freedos to GPLv3+.
But I've seen people back-porting
my patches, likely in some illegal
ways. :)
