Inconsistent minimum amount of items per category on homepage

When visiting hub.docker.com, the grid used for the "Machine Learning & AI" and "Trending this week" sections do not always have enough elements to complete the gird view, and seem a bit unfinished/broken as a result.

It's a nit, but I think it'd be good to always show at least 4 entries each to keep the interface consistent :)

Also, given the fact that "Machine Learning & AI" is basically empty, we could probably
show the trending or most recent AI models instead
