It seems to be an issue related to this. https://forums.docker.com/t/daemon-json-file-not-found-in-etc-docker/61657 should this step be omitted? Or rather, point to the correct path for ubuntu installation as per the comments: /var/snap/docker/current/config

https://docker-practice.com is no longer available and this repo might not be maintained any more. You can fix the issue by switching to the action that Docker maintains aka switching from docker-practice/actions-setup-docker to docker/setup-docker-action@v4.
