Can't download any static files

For some reason, when a user tries to download the PDF activity guides or the CtD template files, it throws a 500 server error. This is happening on the production server and then Evan and Joana said this was also the case in the local environment.

Maybe a paths issue? @Evan-Leon and @jsaikali Are you able to look into this?

Yes, we actually noticed that bug and have a fix for it in the code I will publish for the next CR! That fix will be PR'ed this week
