[Feature Request] different cooldowns per rank

My players have asked me if I could make lessened cooldowns for ChatItem as they climb the ranks, I said I'd look into it, and I came to find out that it's only 1 cooldown set in the config and then a perm to bypass the cooldown, so it's either all or nothing.

So, my feature request is to make it possible to configure multiple cooldowns to be set via different permission nodes for different ranks in a server.
