Proposals with several beneficiaries (rep & funds).

Impact

This would make complex actions a lot simpler, such as:

• Rewarding multiple parties for their contributions to a single project
• Dividends - send 10% of the DAO's treasury to all Rep holders pro rata
• Accountability incentives - I discovered that someone failed to deliver on a promise, slash them and reward me. (See full explanation)
• Address switching - slash the Rep of my old address and give it to this new one
