Add redcap-redirect during packaging step

Install https://github.com/susom/redcap-redirect during the packaging step.

Note that sites that do not align DOCUMENT_ROOT with webroot need to edit the redirect line. This is typical at UF. So we'll need to write the method to do that-preferably at deployment and configuration driven.
