allow station/earthquake locations entered via simpler file

Current version allows stationxml and quakeml for station and event locations, but those are awkward to create manually. Maybe simple CSV files, or other alternative. Look at webservice output text format?

CVS or spreadsheet friendly format. Maybe a plugin to fill a template and have the same program generate the stationxml and quakeml. I have used the obspy tool to generate the stationxml. But sometimes Taup does not recognize them (it's a problem with my obspy. The files are coming out corrupted). Could you send me an example of Quakeml and Stationxml to edit them?
