Automate the release process

Grunt and bower automate much of the build work, but there are still a number of steps in the release process that could be automated, which are documented in the readme: https://github.com/CenterForOpenScience/hgrid#releasing

It would be nice to have a script or Grunt task to fully automate releases.

This can be delayed for the time being as it will align with work by others
over the next few weeks.
