Set up clinician-facing data catalog and source policy #4

Description

@aanishs

Clinician value

Create the shared data catalog that powers the public tools: assessment codes, therapist taxonomy codes, PHI detection patterns, FHIR snippets, and billing/admin lookup data.

Scope

  • Define data/ structure for curated rows.
  • Every row should include source URL, source organization, license/terms note, last checked date, and clinician-facing display text.
  • Include a short README explaining what files are served and what they are not.
  • Keep examples synthetic and PHI-free.

Acceptance checks

  • A clinician can understand what data is included without reading implementation code.
  • No official AMA CPT descriptor text is redistributed.
  • Every source-backed row has provenance.
  • The repo copy frames this as practical clinician support, not marketing copy.
