make create dataset easier to use for other datasets (not just 2017/2017 buow data)

Sam wanted to create another dataset using these tools but they were pretty custom built for the burrowing owl data. I think with a few tweaks to the create_segments new buow clips function and another check for whether to filter the labels in create_dataset, this will be relatively straightforward.
