/package command: formalize the deliverable zip shape

The README + manifest.yaml (roles, execution map) + evidence-files + strategy-artifacts package shape has been hand-assembled twice (TrustedRouter, QuillCode). Rule of three: formalize as a command like /compile on the third need.

Origin: pilot notes, packaging addendum.
Includes: evidence-file conventions (screenshot naming, manifest role: evidence, size budgets) — folded in from what was D4.

Requirement from the first real recipient (2026-07-18): packages must ship browsable HTML alongside the markdown — every .md gets a same-path .html twin (shared sidebar nav grouped by role, frontmatter rendered as a provenance card, .md links rewritten to .html, evidence images embedded, self-contained CSS with light/dark, file:// friendly, index.html = README). Implemented by hand for both delivered packages with a ~120-line marked-based generator; that generator is the seed for this command's render step.
