Cppman parser improvements

• Use \listinline for each function name
• Remove the 3's from every function call
• Replace [C++11] with a symbol
• Make the functions in to lists instead of paragraphs
• Possibly include parameter prototypes for functions

I'll see if I can't redo most of the parser before the semester is out.

This time around, I'll probably start with the wiki source for pages at http://en.cppreference.com/w/ and convert that to the desired TeX. On a cursory glance, the wiki source doesn't look bad to parse and is consistent.
