Verified this is a live CI-toolchain failure, not a block-format-bridge PHPUnit failure.

Evidence:

• Root cause in the failed logs: Homeboy 0.218.0 installed/invoked a WP Codebox CLI path that printed usage and exited before PHPUnit produced structured counts. The Homeboy observation export reported test_failure_count: 0, matching a runner/bootstrap failure rather than failing assertions.
• Current local reproduction from a DMC worktree on current main: homeboy test --json-summary passed with 27 passed, 0 failed, 0 skipped, 360 assertions.
• Fix PR: Pin Homeboy test runner release #120 pins the workflow to Homeboy 0.222.4, which has the fixed WP Codebox integration.
• PR CI evidence: https://github.com/chubes4/block-format-bridge/actions/runs/27094331296 passed for PHP 8.2, 8.3, 8.4, and 8.5.

Recommendation: keep this issue open until #120 merges; Fixes #119 in the PR body should close it automatically.
