Clean up proliferation of RPC client creation in cmd/ftl

We should be doing this once in the Kong bindings, and injecting them into the Run() methods, but currently we're dialling all over the place which makes it a PITA to debug. Maybe we need to move some of the bind/endpoint flags around to make this cleaner.
