Investigate testing components or code snippets

bbc-a11y is currently set-up to run tests on full pages. It would be useful if someone could investigate how bbc-a11y might be used to check components and fragments of code in development.

Perhaps by dropping the component or fragment into a faux page framework, or by providing a quick way to indicate the code is a fragment so that full page checks are not run against it. What checks would that leave? How much would or could be automated?

@EmmaJP has a document that maps possible components against applicable guidelines, if this would be useful.
