APH-DM-001 is implemented (capcom PR #4 — the data_model module + 33 tests). The capcom kernel has been consolidated into autarchy-ai/aphelion under kernel/ per ADR-017 and this repo is archived; tracking continues against the aphelion Ground Control project. Closing.
