Implement a dashboard for live platform resource utilization

Specification

• Administrators can inspect the resource utilization dashboard by navigating to "Admin options">"HYPATIA statistics" and then selecting a separate tab labeled "Platform dashboard".
• Dashboard should embed iframes pointing to the platform's public Grafana dashboard for resource utilization.
• The dashboard on the side of HYPATIA should utilize bootstrap accordions to defer rendering of history dashboards until they are requested.
