Task: Build and publish required TVM JS runtime artifacts for Web Stable Diffusion (Rework).

Artifacts:

• tvmjs_runtime.wasi.js
• tvmjs.bundle.js

Sources:

• Use TVM v0.21 sources.

Requirements:

• Ensure builds are compatible with WebGPU and WASI environments as described in core project documentation.
• Follow technology stack and file structure guidelines from /docs/agents/.
• Update /docs/code/ and /docs/tests/ with implementation and test details.
• Publish artifacts as part of release pipeline.
