Corpus: rac/requirements/rac-external-and-file-references.md (Proposed) — gaps 1 and 2 of the traceability audit, consolidated.
Scope:
- References to a repository file (
## Satisfied By — a README section, a SKILL.md, a CI workflow) and to an external URL (## Sources) get a declared home instead of living in prose that dangles on rename.
- Both are references to a non-artifact target: format/existence-checked, never resolved to a peer artifact, never fetched — the ADR-087/ADR-096 external-reference family pattern (deterministic, offline).
- Additive per ADR-007: corpora without the sections are byte-unchanged across validate/relationships/export; visible to validation,
rac relationships, and the MCP surface once declared.
Tick on #236 when both sections land with their validation findings.
