repo-topology: rac-ci — consolidate rac-actions + lore-watchkeeper + lore-gatekeeper

Sub-issue of #228 (repo-topology convergence, ADR-092).

Move: consolidate itsthelore/rac-actions + itsthelore/lore-watchkeeper + itsthelore/lore-gatekeeper into a single rac-ci repo, subdir per capability (watchkeeper/ / gatekeeper/ / audit/, across the github / bitbucket / jenkins providers).

Setup:

• History-preserving moves (subtree-merge / git mv into subdirs — no squash-import).
• Versioned cutover for the actions: cut a new version under rac-ci and leave the old rac-actions action resolvable until consumers migrate (stranded uses: paths are the main risk).
• Keep GitHub auto-redirects for any in-place rename.

Topology only — no engine/contract change (ADR-029/036/039 hold). Tick on #228 when landed.

Status check: rac-ci#1 (the consolidation half) is merged, but this item is not complete — the rac-core half, PR #244 (source removal + dogfood rewire), is still open awaiting maintainer review. Keeping this sub-issue open until #244 merges, even though epic #228 already shows the item ticked. Also noting rac/roadmaps/repo-topology/rac-ci.md still reads Planned; reconcile to Achieved together with the #244 merge.
