MCP-stdio harness workstream (deferred): budget, truncation, depth, provenance #9

Deferred workstream recorded in rac-core ADR-097 and the tool-benchmarks roadmap: the CLI-driven v1 harness cannot see the MCP-only behaviours. An MCP-stdio harness (driving the Lore MCP server over stdio, still deterministic and offline) would close:

  • get_related depth > 1 neighborhood expansion (neighborhood field).
  • The ADR-033 response budget and truncation markers — the eval currently scores pre-budget output while agents receive budget-truncated responses.
  • Provenance enrichment on get_artifact payloads (absent from the CLI resolve payload).

Out of scope for v1 by design (DG-ADR-0001 keeps v1 strictly CLI-driven); recorded here so it is not silently dropped.
