Implement handling when accessing files with restricted access

• When the CLT tries to access files/folders with restricted access (e.g. by OS), it throws an exception
• Tool will require logic for working/accessing files with restricted access
• Consider how to handle files which are referenced in the history but access is denied by OS > "action=failed" ?
