Shamrock cannot be loaded independently of a camera

It would be nice to be able to load a shamrock or other spectrograph independently of a camera, for example to allow integration with sCMOS cameras not supported by ADAndor.

This should be pretty easy. I think we just need to compile the Shamrock support into its own library. It already has its own dbd file. Then an IOC application can link with the Shamrock library and not have to include the Andor CCD support.
