User registration button link is displayed even though WordPress Membership option is disabled

When the user views the single question page when not logged in, the user registration form link button is still displayed.

To Reproduce

Steps to reproduce the behavior:

1. Go to Settings -> General
2. Search for the Membership option and disable it if already enabled
3. From the front end, view any questions page when logged out
4. Scroll to the bottom and check for the Sign up area
5. Click on the Sign with your email button available there
6. You are presented with Error: User registration is currently not allowed. error message

Expected behavior

The user registration button link should not be displayed if the WordPress Membership option is disabled.
