User registration form is displayed even though WordPress Membership option is disabled

When the user uses the Theme My Login plugin and views the single question page when not logged in then still the user registration form is displayed.

To Reproduce

Steps to reproduce the behavior:

1. Go to Plugins
2. Click on the Add New button and then search for Theme My Login plugin from the plugin's search box
3. Install and activate the Theme My Login plugin
4. Go to Settings -> General
5. Search for the Membership option and disable it if already enabled
6. From the front end, view any questions page when logged out
7. Scroll to the bottom and check for the Sign up area
8. Try to register and submit the register form
9. You are presented with Error: User registration is currently not allowed. error message

Expected behavior

The user registration form should not be displayed if the WordPress Membership option is disabled.
