Clarify set_ntp SubCommand mapping Get vs Set

It looks like set_ntp uses SubCommand::Get in lib.rs. Do you think we should change it to SubCommand::Set so GET stays for read-only? I’m asking via discussion in case there’s an intentional reason for the current mapping. @syncpark
