For tomcat you need to use admin-starter-tomcat because admin-starter-security is only compatible with JavaEE 8 or newer application servers.

I see, for the error looks like CDI is not in place or it is a version that OmniFaces doesn't support. For OmniFaces 3.x you need CDI implementation 2.x or greater.
