codegen: verify AdCP 3.1 bundle and SDK pins before v0.1 bump

Verify the AdCP 3.1 target bundle and reference SDK pins during the v0.1 codegen bump.

Scope:

• Re-verify the signed AdCP protocol bundle target before the codegen PR lands.
• If 3.1 GA has cut, deliberately bump from 3.1.0-beta.5 to GA in the codegen PR.
• Re-verify TS reference version and declared adcp_version.
• Re-verify Python reference version and packaged ADCP_VERSION.
• Confirm Java local ADCP_VERSION is updated and that bundle pin / wire token normalization is covered by tests.

Current roadmap baseline from PR #23:

• AdCP protocol bundle: 3.1.0-beta.5
• TS: @adcp/sdk@8.1.0-beta.13, aligned to beta.5
• Python: adcp@6.3.0b4, packaged ADCP_VERSION=3.1.0-beta.4
