In proposed work matching, normalize articles and punctuation

In a similar vein to #222

When looking to match a Work name for a Nomination, perform normalization on both:

• strip leading articles (A, The, maybe others)
• strip following articles (", A", ", The", etc...)
• replace all punctuation with and then collapse all whitespace
